Industrial Pretreatment Program (IPP)

The City of Sioux Falls Industrial Pretreatment Program (IPP) 

The Public Works Environmental Division is responsible for administering and enforcing the federally mandated Industrial Pretreatment Program for the City of Sioux Falls Publicly Owned Treatment Works (POTW) service area.


The service area encompasses the City of Sioux Falls and several local communities and sanitation districts which have contracted to discharge their wastewater to the POTW.

The goals of the City’s Industrial Pretreatment Program (IPP) are to:

  • Protect our POTW from pollutants that may cause an interference in plant operations 
  • Prevent the introduction of pollutants that will pass through our POTW 
  • Maintain or improve the usefulness of biosolids 
  • Enforce all applicable EPA Pretreatment Standards and State of South Dakota Pretreatment Regulations

An important component of the City’s IPP is its Significant Industrial User (SIU) Program. The SIU program permits, inspects, and monitors wastewater from area industrial facilities subject to the US EPA’s Categorical Pretreatment Standards or other criteria.

The IPP also administers the City’s Liquid Waste Control Program (LWCP). The LWCP assists area businesses in properly disposing of their generated liquid wastes.

The Environmental Division is continuously collecting information on new and existing facilities in the City’s service area through its Industrial Waste Survey (IWS). The information gathered in the IWS is vital in determining if these facilities have processes that the EPA may define as categorical, or if their wastewater may be harmful to the environment or the POTW.
